What is a good starting point for an Open Science Manifesto a university could issue?

One answer to the question “What can research institutions do to encourage open science?” suggested that institutions “[s]ign declarations relevant to Open Science and related issues - and act accordingly.”

Very well. To communicate this commitment to its researchers, it might be a good idea for each institution to provide an Open Science Manifesto as a single point of reference, summarizing which declarations it has signed, how it supports open science in practice, etc. One institute at my university issued this manifesto: https://www.cit-ec.de/en/open-science/manifesto

How would you generalize this text to cover an entire university? Are there more sample texts like this I could consult? Who are the stakeholders one should get into the boat?

There is the Berliner Appell für eine Offene Wissenschaft (roughly: Berlin call for action on Open Science), with five key elements:

Open Research Policy: Wissenschaftseinrichtungen sollten sich klar zu Offener Wissenschaft bekennenOpen research policy: research institutions should issue clear pledges for Open Science.
Personelle Verankerung: Wissenschaftseinrichtungen sollten Verantwortliche für Offene Wissenschaft ernennen.Appropriate staffing: research institutions should assign contact points for Open Science.
Förderung durch Personalpolitik: Berufungskommissionen sollten eine offene Forschung und Lehre bereits in Ausschreibungen einfordern.Support through hiring and promotion policies: hiring and promotion committees should insist on openness in research and teaching already in job ads.

Anerkennung in der Lehre: Wissenschaftseinrichtungen mit Lehrbetrieb sollten den Mehraufwand für Offene Wissenschaft honorieren

Recognition in teaching: research institutions with teaching should reward the extra efforts required by Open Science.
Anerkennung in der Forschung: Offene Wissenschaftspraxis sollte durch Preise auf Fakultäts- oder Institutsebene (mit oder ohne Dotierung) honoriert werden.Recognition in research: open research practices should be rewarded by prizes at the departmental or institutional level (with or without purse).
